IMPACT OF EFFECTIVE FINANCIAL MANAGEMENT AT THE LOCAL GOVERNMENT SYSTEM (A CASE STUDY OF ENUGU NORTH LOCAL GOVERNMENT)

 

ABSTRACT

The impact of effective financial management at the local government system cannot be overemphasized. The effective financial management is essential for effective service delivery and sustainable development.  The objective of the study is to know the impact of the effective financial management at the local government system using Enugu North as a case study and also to examine the impact and implication of effective financial management at the local government.  The personal interview and administrative of questionnaire as her primary records of the firm as her secondary source of data, were used by the researchers and the sampling size of the study were (380) staffs.  In the information gathered, it was found that the interviewers are much satisfied if there is an impact in the local government.  It was concluded that proper management is to be controlled effectively in achieving its set of objectives.

 

CHAPTER ONE

INTRODUCTION

Background of the Study

Nigeria as a sovereign nation operates a federal system of government i.e. the federal government, state government and the local government councils. Onwo (1992:4) observed that each level of the three tiers of government derive its power not from the magnanimity of the central government but from the constitution each level of government has defined responsibilities assigned to it by the constitution.  The implication of this is that three segments of government are mutually interrelated in a unified effort to make life worth-while for the masses.

Enugu North local Government Area was created out of Awgu local government in October 1996 by the late head of State General Sani Abacha as one of the new local government councils.  It is facing a very serious crisis of development since its creation some problem facing the council include: insufficient office accommodation, staff quarters and office infrastructures. These problems seems to be insurmountable indigenes of the local government are desirous of enjoying modern facilities, improved means of transportations such as good roads, networks and mass transit transportation services. These desires are in line with stated objective of the local government such as constructions and maintenance of roads, provision of health centers and maternity homes sanitization, provision of primary Education and many other as sponsored by the federal military government.
